Nel 1970, un gruppo comunista in Giappone dirotta un aereo diretto a Pyongyang. Un misterioso faccendiere noto come "Nessuno" organizza un'operazione segreta agli ordini del direttore dei servizi segreti coreani, Park Sang-hyeon, per far atterrare l'aereo con ogni mezzo necessario.
