La storia si sviluppa nella Vienna del secondo dopoguerra, divisa in zone occupate militarmente dagli Alleati. Holly Martins (Joseph Cotten), scrittore americano di piccoli romanzi d’avventura, giunge in città dopo aver accettato l’invito del suo amico di vecchia data Harry Lime (Orson Welles).
Arrivato a destinazione, con stupore apprende che Harry è morto in un incidente. Durante il funerale, Holly nota una donna molto bella, Anna Schmidt (Alida Valli), che scopre essere l’amante del defunto. Al termine della funzione, Holly fa la conoscenza del maggiore Calloway (Trevor Howard), che lo mette al corrente di quale criminale fosse diventato il suo amico, invischiato nel contrabbando di farmaci.
Holly, non capacitandosi della notizia, dice a Calloway che farà chiarezza sull'incidente senza l’aiuto della polizia. Nei giorni seguenti, lo scrittore parla con gli altri due amici di Harry presenti al momento dell'incidente, ma la loro descrizione dei fatti è un po’ ambigua.
Anche il portiere del palazzo era presente all'epoca dei fatti e lo informa della presenza di un terzo uomo che non ha dato testimonianza alla polizia. Holly e Anna riescono a convincere l’uomo ad aiutarli nella ricerca di questo terzo testimone, ma viene ucciso prima che arrivino da lui.
L’intricata vicenda investigativa si complica quando Anna viene prelevata nella sua abitazione con l’accusa di possedere un passaporto falso e degli scagnozzi mandati da un amico di Harry tentano di uccidere Holly in albergo. Harry è morto realmente per un incidente o è stato assassinato?
